Voltar is fed up with the rules and regulations the so-called mayor of Metrotown insists his citizens follow, so he 'borrows' the mayor's all-powerful golden sash to abolish the rules. However he quickly discovers that rules are good - as long as he's the only one who doesn't have to obey them.
