Swedish weapon industry is about to complete the delivery of a missile system to the Italian Navy's new frigates. The Swedish government is fearful that one of the missile systems will be sold to a third country and refuses to deliver more than three systems. During the negotiations, the Swedish delegates are kidnapped. Carl Hamilton is ordered to go to Sicily together with colleague Joar Lundwall and secure the peaceful release of the hostages from Don Tommaso, but the negotiations break down. Before departure, Joar is shot by Don Tommaso's brother. The vendetta against Don Tommaso has begun.
