Power's team finds a resistance base in complete disarray, the people driven to murderous rages by some kind of drug - a prelude to New Order's second phase. As bio-mechs arrive, they manage hold them off long enough to evacuate the survivors - but then they notice that the drug is starting to affect Tank.
