Starsky and Hutch arrest a child-like deaf mute for stealing candy. He is rescued by the priest of the Halfway House for ex-convicts where he lives. The police then resume their hunt for a cop killer involved in a rash of safe burglaries. Starsky and Hutch re-enter the case when all clues seem to lead back to their deaf mute candy thief. Realizing at last that he is being framed, Starsky and Hutch try to locate the man who is running-scared from the police. They find him just as the 'priest' is about to murder him and make his death look like a fear-induced suicide.
