Rocky and Capt. Peachfuzz reunite with Bullwinkle, and the mayor of Submurbia, The Urala Laponpanal. Submurbia is an entire city underwater that's covered by a dome to keep it warm and dry. But when a seaquake starts because of the passing of the legendary Maybe Dick, the dome gets cracked. The city starts to flood, when Rocky suggests that Bullwinkle plug up the hole with his antlers, which amazingly fit the hole acactly! After the dome is repaired, Mayor Laponpanal take Rocky, Bullwinkle, and Capt. Peachfuzz to a submarine in which they can go hunt for Maybe Dick. When they see Maybe Dick's eye in their parascope, Capt. Peachfuzz acciedentally hits the reverse button, and the submarine gets swallowed by Maybe Dick!
