The weather in Bigg city Port had been very hot so there might be a danger of ships carrying diseases. If ships had diseases they had to be out in the estuary for 40 days. Ships must have a yellow flag to be checked and yellow and black checkered flag if they had a disease.
Burke and Blair the scrap dealers were looking for old ships that would be good for scrap. They had their eyes on O.J..
O.J.'s engine was getting worn out and after an accident with the Fulton ferry, caused by a mad, out of control speedboat. While he, Ten Cents and Zorran are waiting to see if any ships could come into port, Sunshine who was going to tow in Nantucket, tells them he had his flag down. Zorran runs towards Nantucket with Ten Cents running behind him. O.J. runs after Ten Cents telling him he could have been in quarantine.
